A series of cases are heard before the juvenile judges, observed by the unobtrusive cameras of Mok and Uslu.
Two sisters who would rather live in a foster family than with their mother; a pyromaniac; a seasoned burglar; a drug-addicted mother who wants her baby back; a shoplifter; a girl who has been disowned by her mother. All appear in a film that shows how juvenile judges decide their fate. For the first time, we see how the judges go about their work, giving a unique view into a world that has been closed to the public until now.
